Hey im new here! Is there a way to capture a time when streaming via Playstation 4?

There is no way to overlay a timer when streaming direct from the PS4. You’ll need to use a capture card or Remote Play to setup a layout in OBS or some other broadcasting software if you’d like to show a timer.
