Today these maps are removed from CS:GO main menu. You can't start it. For example to start Phoenix compound you should download map from CS:GO workshop. But today I will tell you how to start these maps from console and play with your friend/teammate. At first you should invite your friend in your lobby and start any maps with bots or workshop maps e. g. Inferno with bots. When your friend finally connected to the map you should write in console: game_type 4; game_mode 1; map coop_kasbah and you will start mission Virus Outbreak. To change map to Quarantined, Isolated, Eliminated you should write in console these commands: mp_coopmission_mission_number 2 and mp_restart game 1. If you want to get back to first map you should write: mp_coopmission_mission_number 1 and mp_restart game 1. To start phoenix compound with your friend you should do the same (load map from workshop or just with bots and wait for your friend/teammate).
