1.3 took out tiers so can we remove tier 1 and 2 because no one even submitted for them

I think rules for boss runs should be tier 3, or separate categories depending on tier. I think there should also be a final round speedrun time starting as soon as the cutscene ends and ending when the victory screen appears.
