All runs were painfully retimed to 250 fps timing after the rule took into effect. You are not at a disadvantage. Also since runs are submitted every day at this current moment it gets impossible for mods to sit there and retime everything. Especially since the any% is a 2 hour run and on average 2 and a half. Also Fire with fire only applies if vanilla was actually petty. I had 2 runs rejected by vanilla when I started running, because of the fps rule so you are not the only one lol. The reason the fps is rule is so strict is because of what was already stated it's about the fact everyone is on 250 since the effect is massive on some parts of the game. It is simply the most important rule, because of cod devs incompetency.
Go Into the config to set fps value to 250 as the rule states < Complain to moderators for doing their job and call them petty when you couldn't bother to simply input a command. Imo run should count since fps isn't affected on runs without slow mo, but then there would just be a bunch of rules on a lot of separate levels with and without the slow mo's making the rules confusing for no reason. So to simplify the rule is 250 fps cap.
