You’ll need to ask the mods if the game you want to run. There are no sitewide rules on emulation.
You should never get 1 shotted unless your HP is below full. The game isn't THAT mean to players, so it won't ever let something 1 shot you at Level 1 as long as you're at full HP.
Magic is the most important thing in Level 1 - speedrun or otherwise. You’ll want to do everything possible to raise your max MP, so yeah, taking Staff is essential unless you want an extra painful challenge.

The “two minus signs” is just the Livesplit UI signifying a blank split. If you don’t like that then unfortunately there’s nothing you can do other than try to request them to change it in a future release.

Kind of echoing the same sentiments as everyone else, but since it would require external software, I wouldn’t allow it.
The answer to this question depends entirely on what you’re trying to do with you channel.
If you’re trying to make streaming something more than a hobby, something that can make you money, then the content you put out needs the full support of your community of viewers. If your viewers want to watch you do casual playthroughs then go for it. If they have no interest, then I’d be hesitant to do it since it’s not gonna be received well.
If you’re streaming for fun or you don’t care about numbers or anything like that, then do whatever your heart desires and whatever you find fun. At the end of the day, that’s what matters. If you get no viewers and it’s not fun for you, then I probably wouldn’t do it, but as long as you’re enjoying it, keep at it.
I’m pretty sure he’s trolling, just ignore it. Modding a US console to play JP games isn’t the type of consoling modding that’s usually banned.

There isn’t another PS2 emulator that I know of (if there is, it’s probably even worse than PCSX2). Emulating the GC version with Dolphin might be a better option as Dolphin is a solid emulator.

Well, the first thing you'll need is a capture card that will allow you to capture the gameplay from the console. For standard def capture, I'd recommend the gv-usb2 as it is easy to set up (it's in japanese, but there are many guides online) and is affordable (usually around $40 USD). That is pretty much the bare minimum of what you need to capture gameplay. Broadcasting software like OBS or XSplit can be used to stream or record the captured gameplay. Most people will also get hardware to split the signal coming out of the console. This will allow them to send one signal to a TV and the other to the capture card (this allows them to play off a TV instead of their computer monitor which might have delay).

However, it is still perfectly valid for TASing the game - it's currently accepted but not preferred for TASing Genesis games (Bizhawk is preferred).

If you want to still use twitch you can, just make sure to highlight your run instead of just submitting the past broadcast. Those disappear after 14 days I believe, while highlights are (supposed to be) more permanent. YT is definitely a better option though.
