they shouldnt unless you say you dont want to keep moderating. your story just makes me think that one guy really wanted to be the moderator...
everytime ive had a game with an inactive runner it has always been that either they dont respond at all or their linked socials dont exist anymore.
id say in very active games its fine if runs stay unverified longer than the three weeks. doesnt minecraft constantly have like 1000 plus runs waiting? i think the three week rule exist more so that leaderboards dont stop and that runs would get verified so i personally see no problem in your case. its also not like if the three weeks goes by that the mods would instantly be unmodded or something it needs a manual report from someone who has contacted (or attempted to) the mods and if they deny verifying runs or you cant get in contact only then would something happen
for a nice quality youll want a component capture card but its most likely fine if you just point a camera/phone at the tv but for that you should ask the mods of the game to be sure

you could maybe screenshot your settings here. also your internet speed isnt related to recording lag
generally its not a good idea to get random people you dont know as mods and you literally just added the game and have only one runner alongside you :P im not sure if you need more mods right now.

i got my obs settings from one of those "best obs settings 20XX" youtube videos so id recommend looking at those and seeing if it helps with the lag

the only situation i can think of where "slowrunning" could be interesting is in like a racing game. having to finish first against the cpu drivers but still having the worst possible time and you wouldnt want to drive too far ahead the cpu because of rubber banding making them faster. but again itll probably be interesting only in theory though and really hard.
and i yes i personally will reject someones run submission if its clear their intention isnt to beat the game with the intent of going fast
you are kind of out of luck then. you could ask someone else who runs the game if theyd be willing to become a moderator
