Can the NG and NG+ times please be sorted out, and rules be set for when to start timer, when to finish, and what constitutes NG vs NG+?

My brother and I would like to submit a run or two and have reached out on Twitch, but are pretty sure the runners just put up times without fleshing out parameters or sorting out NG vs NG+. Would like to become a mod, if possible.
