No mods unless specifically excepted by the category. Where a mod is allowed, the mod list must be shown contiguously either before or after the run. I looks like daa's run used "UI: Timer, Hits, Depth", But in 'Category Rules' this mod not found. I think this mod should be allowed, but if it's okay, I think it should be listed in the rules.

Noitool can be show about part of current run noita's info, but this service isn't edit noita files (No Mod). But this services can assist all random categories, so I wanna hear moderators opinion.
