Are Steam Deck runs allowed? And if they are, would they count as a PC or Console run?

I just started out speedrunning this game and I was wondering if anyone has any tips.

I am getting started with bedrock speedrunning. I've done some Java speedrunning before. Just wondering if There are things that are the same.
