pretty late to this, but what did it for me https://ibb.co/H7sdbGX when you get this prompt, click No, then when it pops up again, click Yes, seems to make it launch on my primary monitor instead.

Alternatively you could try Windows Key + Shift + Arrow Key to shift the window when it opens but it tends to make the game freeze for me
