Interestingly there's a really easy softlock that can be triggered by killing the 3 Arm of Orion soldiers that spawn after Matthews disables the first jammer really quickly (by quickly i mean as soon as the spawn) and it for some reason doesnt trigger the next set of Arm soldiers to spawn or for Matthews to move
