Could someone please explain how to do the spindash platform skip on wing fortress ?

For that, you need Rev2 of Sonic 2, which is on the "Sonic Classics" cartridge, along with Sonic 1 and Mean Bean Machine.

It came as a side effect of a fix they did to prevent being able to spindash off the plane in Sky Chase.
