can i use RE4 PC 2005 version for SD category?

2005? Do you mean 2007 edition? I don't think that version had a 60fps, so it would be a 30fps SD. Someone else could also confirm that

Yeah, it's 2007. We for sure wouldn't count that as SD console. It would go to it's respective platform.
