That is correct. You can do raids without inviting others if you want, but you cannot invite others either locally or over the internet

And you can't join other people's raids either

Should note that this rule doesn't apply to Co-Op CEA runs between the two Co-Op users (whenever Cat Ext and CEA become a thing, obviously).
