Hello, I have a question. I want to submit my Luigi's Mansion speedrun that I streamed, but I was Playing on Emulator. I know that in the Luigi's Mansion Speedrun submitting menu it says that Emulators are banned, but in the frequentrly asked questions, it says that if you speedrun whith an emulator, it must be streamed. So I don't know anymore, can I submit this Speedrun or not?

You can not submit times on emulator due to the unfair advantage, you must run on a legit copy of the game. Also we are allowed to change the rules, we simply don't want people running on the emulator version :) Whatever the rules say on the category on this site, is the rules you must follow.
The main unfair advantage of emulator is the lack of lag compared to the console versions of Luigi's Mansion. There are other differences, but also since emulator is technically not an official release of the game it is banned from the leaderboards.
The screenshot you presented is from SpeedRunsLive, whose rules differ from ours here. You can race with emulator as much as you want, but the times will not be considered legitimate submissions here on the leaderboards.
