I've made several runs on WRC generation but the only moderator has been inactive for over a month. How can I become a moderator myself?

Yes I did this with the game: Mega Man 11.

There is an inactive mod and most of the forum posts were years ago, and nobody seemed active, so I went to support and posted a support ticket on the subject with a moderator request. It is still pending on the time I made this message, but that is how you request a game.

Support tickets > Make Support ticket > Request Moderator for an existing game > Game name > and enter reasoning for moderator request
