Is whistle sprinting infinitely optimizable depending on the speed you mash the button? Or is it consistent regardless of how fast you mash?

In my experience, the more B is mashed, the better off Link is. It usually it only really makes a difference in my experience though when trying to whistle sprint up a mountain.

You want to try to mash B or try to press B every time Link puts a foot in front of the other for optimal speed. (I think)
