iirc texture packs are only allowed, if they uncontroversally don't give you an advantage over using the vanilla ressource pack. So I don't think that better clear water is allowed nor fullbright. You are also only allowed to raise your gamma to 5.0 (which is in my opinion more than enough), so you don't really need fullbright anyways :) The mods listed themselves are fine, as long as you use the correct version for them (check the rules at the official mc page of speedrun.com or use ModCheck).
