Of course is allowed. In every video game in the Any% category you can do whatever you want to obtain the less time possible.

If it weren't allowed to select the stage, then this category would be the same as the 100% category.

You don't necesarilly use LiveSplit to show your time, you can use another program if you wish, but you must need to show a timer on the screen.

As I said before, if I can configure some settings in a file and you say it's legit, then i have nothing to say about it. Don't doubt I'll do it.

I don't care if he is a liar or not, that's not the question and the point of this threat. My only wish is that people that do speedruns of this game do it legally, playing the original game without mods. If you say that I can remove the cutscenes and I can configure the screen fade out in the options and it's legit, then I have nothing to say about it. However, what will you do with the program that mentions Antizoubilamaka? Because Zam's run has been accepted in Rebirth's leaderboard.

Then, if you are a perfectionist, why don't you play the game legit whitout mods and show us your real skills? :)
