I think that for PAL timings, the PAL 5:11s, 5:12s, 5:10s, and 5:13s should all have decimals because right now, we have to watch the videos to see who is the WR holder in PAL, as I and aldynspeedruns are running PAL for WR.
It will not be hard to get, there is simply a FR that is very easy to save in 4-2, as well as 1-1 FPG being extremely easy.
Since PAL isn't its own category, putting the decimals for those you suggested would make all those PAL runs rank lower on the leaderboard than all of the NTSC runs of the same minutes and seconds.
Well, how much harder would it be to AT least put PAL under a different header. We would only really need 5:13/14s and below to have decimals, and there aren't to many PAL runs anyway.

If running PAL was be popular and relevant enough, I'd maybe change my position on the matter.
I never said PAL WR would be easy to get, I only said something about NTSC was easy, back then. But that was back then, on NTSC. I would say getting PAL WR is approximately as hard as getting 4:58 or 4:57 in NTSC, just a little estimation based on when I have played every level, and attempted it. No 1-1 FPG is not extremely easy. Better hitboxes, higher jumping ability, and 8-2 really make it quite a challenge. I'm not going for it right now, I will later though.
