Timing and emulator rules updated

It's been over 2 years, but I finally made some changes to the rules on the board. There was way too much text before, and there were a couple problems with the old rules as well.

Originally, I wanted runs to start on a file that had already watched the opening cutscene, so that it would be easy to reset in the first 5 levels. However, this was probably a bit confusing, made resetting more annoying if you had gone past the first save point, and also meant it wasn't "technically" a full run since the save would have already been used. I updated this rule to simply state that runs start on selecting Yes to start a new file.

Another problem was the fact that I accepted runs from the emulator DeSmuME, which is an inaccurate emulator when it comes to loads (and possibly overall emulation speed, but I don't know that for sure). Since there are now two distinct options for running a more accurate emulator, those being melonDS and its BizHawk port, I have finally decided to only allow those two. (Previously accepted runs are not affected.)

Overall I tried to clean up any rules that were unnecessary, and hopefully the rules for the categories are slightly easer to read as a result. Maybe in two years I'll see another submission to this leaderboard...
