Franceiirc that was one of the rules on SDA (probably still is), and it actually makes sense most of the time.
Still, that doesn't mean it HAS to be like that for every game.
I'll take boktai as an example; for runs, we start the timer after pressing "Yes" (kinda like just pressing New Game in other games), even if there's a long intro, to me, that always felt right. Mostly because that's when the game actually starts, technically :P
Also, sometimes, runners just adds a "delay" (not sure if you've seen it before, like they start the timer at -8.32 seconds and so on). While i'm not exactly sure why, i believe it's because it feels more "competitive" and probably accurate compared to SDA timing.
I'm really interested in it so far too. So far, i want more info about the games themselves, especially retrocompatibility.

You could try submitting times, but sadly without proofs i doubt they'll be accepted. For some games a screenshot of your time (think about racing games mostly for this one) is enough, but for most of them a video (even if recorded with a webcam) is needed afaik.

Personnaly, i stick with 1920x1080 (when possible that is)
Personnaly, i use OBS for recording in general. You could probably use XSplit too, personnaly i stick with OBS Studio because it's free and there's lots of options (different settings for both streaming and recording localy, even when doing these two at the same time).
