You can retime the run afterwards with the recording so no, you don't need a live timer.
In that case, I would suggest taking note of your settings and uninstalling and reinstalling OBS. You could also download another recording software if you want, but I have no recommendations as OBS is all I've used.
Did you accidentally change the recording fps to 30 under video settings? Strange that it would suddenly stop recording at 60 fps especially with a newer i5 (which should have no problem recording this game)
What cpu do you have? Recording with OBS is pretty demanding on your cpu, especially depending on your settings.
As far as I know, 27.95 by Cyclowns on his 4:00.35 is the fastest.
I meant it gives people the option to choose how long they want their run to be based on if they want to do a 25%, 50%, 100%, etc race. Of course TTs are gonna be a short run but it isn't very interesting IMO (especially because the leaderboards are built into the game, as I said)
Personally I never saw the point for F1 ILs being time trials. I mean, there's a built in leaderboard in the game, which will always do a better job of tracking times than a manual leaderboard. Plus, this gives runners an opportunity to do a shorter run instead of having to run a category that is either 2 minutes or 2 hours.
In this case, technically F2 and Williams% both count as subcategories for the Championship category, so unless SRC decides to add support for sub-sub categories (Championship as category, F1/F2 as subcategories, Any%, All tracks, Williams/Extreme% as sub-sub categories) then Championship would have to be divided into two separate main categories (likely F1 championship & F2 championship). I see no other solution than this (other than removing Williams% but I think it could be fun), as you cannot rename Williams% to Extreme% without renaming it for both F1 and F2. Sorry if this is a bit wordy.
Yeah this has been known for a while, there's a couple forum posts on it. I think it is generally something to do with colliding with the wall just before crossing the finish line, but we aren't sure.

I'm not sure the use of milliseconds in full-game timing is warranted here. I don't see why a run this long and unoptimized needs to be specified with milliseconds. I think just using plain seconds and maybe specifying milliseconds in case of a tie of top runners (similar to how the Super Mario Odyssey leaderboard is laid out.) In my opinion, the milliseconds make the leaderboard look bad. Thoughts?

In File, it should display a list of recently opened files, you should be able to find it there.

Personally I have the game downloaded on a .swf file and I can play that through the offline flash player, but it doesn't matter too much.
Built-in recording is really nice. That's one way the pixel 2 (and I'm assuming pixel 3 but I'm not sure) isn't as good, because stock Android doesn't have a built-in recorder afaik.
Pixel 2 is what I use, seems to run the game fine :) but if you're getting a phone on a plan chances are you can't even get it anymore.
