If you play on PC, you submit to PC, no matter where you got the game. Note that legacy is for earlier versions (only available through EGS).

You don't have to literally clean your save file when starting a run, but you must play as if it was a clean save. This means you can't use the computer to teleport to whitespace and stuff like that.

You need to have Steam running and you need to own Portal in your library.
There's a ongoing discussion about how co-op runs should be timed. It seems the in-game timer isn't reliable when playing co-op, so we need to find an alternative solution. Once this is done, we'll surely add this category to the leaderboards.
I suggest you to join the Discord server if you feel like sharing your thoughts about this.
The name of your demo folder must not contain any spaces. Just rename it to "14-16_il" or whatever.
You can also press shift+F2 in the game menu to open the demo playback window.
It depends on how laggy your video really is. If there are many parts where the video freezes completely, or if the framerate is very low for an extended period of time, it might get rejected. If the lag is not too strong however, it will probably be accepted.
The best thing you can do right now is submit your video anyway, and we'll see whether it's good enough.
Next time, try reducing the video bitrate (maybe also the resolution if needed) of your screen recorder to make sure you can record in a decent quality.
Nope, "no restriction" here just means you can use whatever glitch you want to reach the end.
If I remember correctly, the only category which allows non-clean save files is "all collectable", because you need to have finished the game at least once in order to be able to collect every chess pieces in a single run (although this isn't even specified in the rules).
More specifically, if you're thinking about using the chess computer to teleport from Optical to Whitespace, then I can immediately tell you that this is unfortunately not allowed in any category.
The run ends when GLaDOS dies, not after the fadeout.
