Human: Fall Flat mods are fairly active, but they do have other things to do. Haven't had an issue with them ever and I submit a run fairly recently.

Mods that understand the run for each game verify any submissions. Don't worry if a mof isn't active, if you try to contact them after submitting a run and they're inactive for a few weeks, you can post on a thread in the forums to request being a moderator. But this is only as issue for obscure games.

Human Fall Flat. Really short run (WR is about 8 minutes), as well as very broken. Devs were also nice enough to make it easy to downpatch to 1.0 too, so nothing annoying to setup for a run.

Spamming in caps is a good way to get people to listen to you. But I'd suggest trying to get into contact with the Super Mods for the game and talking with them about it.
If you press the hourglass on the top right of the screen and go to "View All", is your game request there?
He already beat it anyways, killing all the guards.
It won't be the most interesting or competitive run because it will just be about whomever lives near the most optimal grouping of pokestops and which of those have lures on them at the time of starting your run, and then just sitting around them, but feel free to go for it and request the game. It's better to discuss it there in that sub-forums for the game rather than here because you'll be able to find more like-minded people.
Only thing I'd suggest is putting a run together before requesting the game, because otherwise it has a lower chance of being accepted, since they're trying to combat boards that'll get no activity or runs submitted.
He's a super mod, so he should be able to just go to the settings of the game and give you moderator.
