What happened to the Level Run? why can't I submit anything?

I am new to speed running, what do you mean by:?

"Any run must start with a reset. This is to make sure start times are consistent across all levels since some levels have a notification at the start (i.e. badge challenges). Levels that use IGT are an exception to this rule."
