Well, I know Super Mario Bros. for NES has like no RNG so that an option. For a short game (that I love) that has RNG and performance involved, Kirby's Dream Land is an option. A run while learning is less than 15 minutes.

Electronic Super Joy is on sale for around $3 I believe, fun platformer with some active runners.
Just because it's banned on the leaderboards doesn't mean you can't use it. Don't let the regulations deter you from enjoying your gaming! I practice a lot with carts and emulators. When it's time to make a run for the leaderboards, just make sure you're within regulation.
How are you with emulators? A Game Boy/NES and even SNES emulator shouldn't strain your PC much. If that's feasible, I'd recommend Kirby's Dream Land(Game Boy), any of the Mega Man series (NES) and Super Mario World(SNES). A google search for GB/NES/SNES emulators should answer any questions you may have about them. A run on any of those games will take you (once you practice and depending on the game/category) between 12-40 minutes. If you have any other questions please ask, and welcome to the crew!

On SNES Mini, there is Earthbound, Zelda Link to the Past, Super Mario World and Yoshi's Island. All of these are good speedruns to learn and all but Earthbound have several categories. Welcome to the crew!

Welcome to the community (both of you)! I played a lot of WoW on and off since 2004, but amazingly enough have never played a character past level 50ish! I just love looking at the beautiful fantasy graphics. As for retro games, hand over fist better than modern games IMO. Super Nintendo and Game Boy are best!
