N64 Emulation
You must use Project64 1.6 or 1.7. All other emulators and versions (such as Mupen64/Bizhawk/Project64 2.0+) are banned. You must use the default settings for emulation (e.g. Changing the graphics plugin to do GIM is not allowed).
So no, you cannot use RetroArch.

You cannot replay TAS files of non-TT gamemodes on Wii. The input files will desync.
Also your point makes no sense. If Wii is banned, the game boards should be deleted because there would be no way to play the game.
if you don't know 3+4, you're clearly not old enough to be on the site.
Regarding point 1, your recording must be at 30/60 FPS. This is due to different times when retimed in different FPS. For example, Octo's 48.367 was retimed at 48.35 as the recording used 50FPS instead of either 30 or 60.
Regarding point 2, although I am not a leaderboard mod and thus my beliefs may differ to those of leaderboard mods, I'm pretty sure showing the dock on macOS should qualify for the taskbar rule.
Regarding point 3, there have been submissions in the past which have used autoclickers, leading to the implementation of the autoclickers rule.
Regarding point 4, you need audio to claim world record, and this rule likely does not apply to your run.

I think if Dolphin is allowed, we should at least make runners show the window title, which shows if a .dtm file is being played back or not.
If we get people submitting to the leaderboards who modify the source code to make the window title static, measures should be implemented for this. (You'd be surprised at how many people would think of trying such a thing.)

There is a reason 99% of TT WRs use Funky and Daisy. The last time I remember a WR with Mii was TWD98's MT Ultra.

You don't need a timer to run Deltarune. As long as there are no discrepancies in the run, everything should be fine.
