I tried quite a few ways of limiting the FPS but nothing seemed to work, after DarkViper's settings video I tried rivatuner and that seemed to have fixed it. Thanks for the help :)

Since reverting to patch 1.27 (tried both methods) there seems to be big lagspikes in the prologue, after starting to drive with Franklin there isn't any issue like this anymore.

I have updated my drivers, tried lowering settings, changing drx version and restarting pc
