The least you could do is rename that category to "No Star World, No Cape"

I think the rules should be changed. Either ending should be allowed. The harder ending is the faster one so if you want to go for it, do it and you'll be better off.
Right now, there are 3 misc categories on the main page for SMW (not smw memes) that are no cape. Why not just make no cape a subcategory for the main categories? You would be able to specify a 96 exit to 95 exit for no cape in the ruleset for that specific category but the rest shouldn't change anything. Also, there is one category that says "no cape" before the category and it's kind of a silly inconsistency with the other two. Also, this will take off a couple categories from SMW memes and just clean things up in general.
There must be a more active place than the leaderboard forum for this discussion. Do some digging.

If you accepted the run before, you should leave it. It's not fair on him to not have known he needed a video for his run to qualify for the boards. I'd suggest grandfathering it in, and just say all future/new runs require video proof. (also it's 27 sub 12 runs we're looking at, a tied 26th place throws you off)

Those are hard to define. A small skip to one may seem like a major skip to another. Banning/allowing certain paths would become arbitrary and result in contradictions everywhere.

The issue should be solved. Dani changed it out of bias without having a discussion first and has since been informed not to do things like this. I made the following post in the "other spongebob games" section of the Spongebob speedrunning Discord:
- Rules are fixed, keeping consistent timing methods and grammar across every category. PSP exclusive rule is shown only on the PSP tab.
- I removed the "No skips" subcategory for Man Ray. In replacement, I have added a Skips variable, which won't obsolete each other. Every runner is able to have a time with and a time without the skip on this specific board. If the game becomes developed enough to where this type of skip is a common occurence, it is likely the category will either spread to the other misc categories, or any% will be short enough to get some runners. In this case, Skips will become a variable for Any% and perhaps these Misc categories will die, and each of those runs will just continue on as an Any% run
- All mods of the game should have a discussion with others before making major changes. This is a general rule of the site. Hopefully I won't see anything change on the board that wasn't discussed again.
