A short story of Rocky speedruns:
-When I ran Rocky, I could not find any speedruns period. So, my run was what I considered WR.
-a few months later, RedPepper discovered you could skip the training sequences and get "average" stats (normally if you fail them, you get WEAK stats). This meant the run was WAY faster, and thus, a new category was born (my run is now considered 100%)
-today I was made aware that DTysonator knew all of this 15 years ago and absolutely crapped on all of our runs His run is 3:41 and is now recognized as the true any% WR

Anyone? I will begin learning this game today, and we fully plan on running the 2-player co-op category, whether there's a leaderboard or not.
It would be nice to have a proper place for 2-player speedruns to be represented for the community if you ask me. But if the mod won't respond, I suppose we'll just have to be content without the representation we hoped for.
I have also decided to add this stipulation to Rageless% as well. If there is any opposition to this change, I would appreciate feedback.
I've decided to change the language of the rules as follows: "Time ends when you cross the finish line or lose control after the 24th race is completed. As of 4-19-23, runners must complete the final race in 3rd place or better in order for your run to be validated. 4th place runs must retry the race or their run will be rejected."
I will look into changing the timing of the run later on. The reason I have decided not to at this time is two-fold: the historic timing of this category has always been the finish of the race, and also, that changing the timing of the category will require mods to retime every run on the board.
Since a simple adjustment to the language of the rules (aka don't finish 4th) fixes the issue, that should be adequate for now. If there's enough pressure to change the rules and retime every run I can look into that, but for now, I just don't have the time lol.
I concur. I'd like to give a few more days for folks to see this, but if no opposition occurs within the next day or two, I'll likely make a dialog change in the rules to make it official.
Honestly, I'm not sure how the original rules of the category were intended to be interpreted. As they stand now, you're correct, you don't have to get 3rd or better per the rules. I am ok with leaving the rules as-is, but personally, I would prefer to add language to the rule for the future, stating that you must finish 3rd or better. But I'd want to hear from others regarding this for sure...
I'm going to be running this game in the next few weeks, and was hoping to speedrun it as a co-op speedrun with a buddy. If we do so, is there a category or board extension for co-op runs? Or would a co-op run be allowed on the main board?

It was made aware to me of the loading differences between hardware and emulator. Upon review, I've decided to split the leaderboard for the PS1 version. If the PC version gets runs, we can look at that one at that time.
I'm a little perplexed... this is not the first time someone's asked about this, yet nobody has ever explained why these boards do NOT exist yet... not the mods, the runners. Nothing.
Is it because nobody has done a run of it yet?
I honestly had no idea that nobody had ever done a HyperScan speedrun before LOL. And honestly? It wasn't that bad! (it was not GOOD, let me be clear, but it was not awful at all lol. The card mechanic is a dynamic in a speedrun I've never experienced, and I've ran hundreds of games by now lol).
There doesn't seem to be an arcade version board from a cursory search. There might be one but I didn't find it.
If there was enough interest I'd be willing to make a category for the Arcade version, but I honestly believe the 2 games are different enough to warrant its' own leaderboard.
That's just my opinion; I'd love to hear your (and others') take(s). If I were you I'd run the game and then ask speedrun.com to create a new board which you could then cultivate a community around.

Just a note: I'll change the "timer end" to the transition of the screen to the trophy screen as it is MUCH easier to frame-count it compared to timing the letter disappearing. It's a minor change, and I'm open to counterpoints or any discussion of it being on the last letter. (I figured this will be much easier to time in the future for us mods, and it won't change too much on how the run appears)
Upon further discussions, the mods and I have decided that the select feature (which is the equivalent of up+a in NES Zelda 1/2) is not to be allowed in speedruns going forward. It will be added to the rules as an outlawed strategy. Any runs that use select going forward will not be verified.
The reason behind our decision is simple = the real BS Zelda game does not use this feature. In the actual Satellaview game, select brings up a special submenu, and does not allow you to save or quit.
Since this was NOT explicitly in the ruleset before now, if any runs on the board have this feature utilized, they will be grandfathered in.
