no i stream on twitch already, but i cant put videos on my channel. it doesnt let me idk why

i cant submit a speedrun because i cant upload a video on my twitch channel, and i cantupload on youtube. So now i just cant submit a speedrun. Is there a alternate way to submit a speedrun??
