I see a lot of the top runs are using chinese language option. Is this slightly faster or simply meh why not?

I'm in the PAL region wanna speedrun some PS2/PS1 games.

Are refurbished, region free consoles (PS2 in thie case) which allow me to play the US/Japan 60fps versions allowed?

Are emulators okay to use? I can't stream GBA and I'm unable to buy it on my Wii U because I live in Europe
