For what I want you don't have to use the intended way to escape. You can escape in any way as long as you don't break the rules.
Also, you can't get help from another person.

Aldyn that has already been known lol. Roy has hit the block and bottom the flag and it hasn't saved the framerule many times.
Still just go for top of the flagpole lul. There is no point to hitting the bottom.
It depends on where you land on the flag. If you are pretty high on the flagpole but you still brush at the block you will pretty much always save the framerule. But if you hit the middle and lower there is a less chance of saving the framerule. I'm pretty sure hitting the middle can sometimes be a little bit faster than hitting the bottom directly. Looking at your clip you hit the flagpole pretty low, but not as low as possible. I've seen people hit the bottom and save the framerule but that is because you can get lucky and save frames as I said before. And looking at your clip it didn't even look like you tried to hit the top of the flag. If I were you I would just always go for top of the flag and not risk losing a framerule. I have saved the framerule while landing at the highest point of the flag after hitting the middle. I don't know about the lowest point though. But sometimes you get unlucky and don't save the framerule after hitting the highest point. I hope this long post helps if it is correct.
How about a category I'd like to call no advantages. Basically you escape prison without anything to help you at all. You can't use a vehicle to boost somewhere, and you can't use glitches. I feel like this category would actually be fun unlike most of the other categories since it includes more routing and tricks.

No you dont, as long as you hit walljump pixel on the top part than your fine. Which can be done facing forward.
1 more thing, you dont even need to play world 4 lol. In 1-2 you can warp to warp 5 and that doesn't require pressing left
Also, if minus world ending than level select was allowed, you can get to 8-4 a lot faster.
Instead of doing walljump you can hit the corner of the block than jump up. And actually, a lot of powerups are be able to be collected without pressing left. Not many for fire flower, But a lot for mushroom.
Alright so my setup appears to be 1 framerule slower than b press. I tested both using fast clips.
