I basically wanted to ask if this is one of the few games out there where pal is at an advantage over NTSC. (i ask this because most of the world records for this game are held on PAL systems)

I don't know of any major differences between PAL and NTSC. The PAL version runs at a lower framerate, but I think the general gameplay is pretty much the same.
