If ms were added the rules should also state clearly what the start and stop frames are for the run and existing runs re-timed before the board goes too deep.

I added in some clarity in the rules about the timing.

So far as MS is concerned, I don't think current runners want that. Maybe if the majority of WR holders would want to do it, it could be considered. But also, I'm not the head mod, just added here because she was away so idk
