Hey everyone, I really love this game and would love to attempt a submission.

However I just want to make sure that everything I do/use is legitimate and wanted to know if there is a specific rom, live split (or manual split), capture device requirements, etc.

Should be free to use any ROM version or region you like, they're not typically banned for Arcade speedrun boards; sometimes some Arcade ROMs will be faster than others due to JP text and such but that's game specific.

Livesplit is the standard program most people use and count be found here https://livesplit.org/ , how you split or if it's an automatic setup or not is totally up to you as long as the beginning and the final splits follow the game rules.

Capture devices are something alot more specific, especially if you're using console but if you're emulating you shouldn't have a problem just displaying that directly to a recording or streaming software like OBS.
