Sorry I looked at the rules and i know the answer but it is not there so i will ask.. Are the the p wings allowed for the speed run if you already beat the game once? (p wings that fill up your inventory) I assume the answer is no but doesnt hurt to ask ;-)

No, they're not allowed :) You need to start the game from a hard/soft reset when you do your attempts.

(& even if they were allowed, p-wings are not a guarantee of getting p-speed strats, flying slows you down, damage boosting & menuing makes you lose time & you'll need to burn all 28 p-wings)

actually I did a speed run test with it just to see and it shaved off 40 seconds of my current time but i still messed up so could have been faster. but i was currently doing the correct warp run. but yeah i expected the answer was no i just wanted to confirm all my options when attacking for speed. it appears you keep the running speed in air for a short time so technically only flying 3 to 4 clicks before the drop keeps with the speed. but yeah if not allowed wont attempt it ;-) .
