32x because normal genesis cartridges work on 32x, just for the people who have a 32x.
and its kinda a similar reason to why 3ds and new 3ds are on new super mario bros leaderboards, also add New3ds since 3ds games work on new3ds
32x is an add on module for the genesis and isn't any different to running it without the add-on.

If you're referring to the behavior of playing the Genesis game on a Genesis with a 32X attached, then this statement is false, and also impossible from an engineering standpoint. If you're referring to the fanmade port which does indeed run on the 32X hardware, then it shouldn't be tracked on the leaderboard precisely because it's a fanmade port.
3DS is already on there. 2DS and New3DS are the same thing.

The default timing method for Sonic 1 1991 moving forward is RTA-TB. IGT is still relevant as a secondary timing method.
