Would it be in the cards to update the rules for No Major Glitches to match the current Portal 2 normal leaderboards and allow RTA timing and the Container Ride Skip?

Yeah if you submit a run with container ride save (not skip) and rta, mods will verify it, we just haven't gotten around to changing the written rules. Rest assured though they are the same, just not on the rules page.
