I believe you can do this at a real arcade. Most people just use dolphin because it is easier. For all I know Arcade runs are allowed

Of course. You can use a real Arcade if you can find one with the machine. You can also play it on a soft modded Wii which can be easier than getting Dolphin working with the correct settings.
