As in, DLC tracks only (16 track itemless speedrun). Seems like it should be there, maybe it was forgotten? lol.

It won't be on there, atleast for the meanwhile. If we'd have DLC no items, then people would want to have Nitro and Retro no items as well, and maybe even the cups. This would cram the leaderboards alot, this is why it's not on here. You're always free to run these categories on your own ofcourse. Not having it on here should not discourage you from running it.
