This is the fastest route I found. Things I have found are: Dirt blocks are mined 0.05s faster than grass blocks. Where you need to stand when placing the boat is roughly x: -664, z: 418. When placing the boat, it needs to be sidewards so you start at -661.5 instead of -661.9. You then move the boat until it is less than x: 661.3. After hopping onto the command blocks, you jump down at x: -659, z: 435/436.
