Cutscene timing goes from when the level is entered up to and including the Continue Story screen in all levels apart from Mount Doom (as Any% ends at the start of the final cutscene). This is fixed for any run. Overworld movement goes from Continue story on the previous level to entering the next level trigger. This includes any midtros (In Rivendell and Edoras), save and quitting the game and any skips (like Osgiliath Early). This can vary and also needs to be practiced/optimised.
