And the question is what`s the difference between these game and games that can be speedrunned on this site, for example:

In my opinion when someone requested these games, they should be rejected with the same reason my submit was.

And if these games are a wrong examples i surely can find some others that will match.

Those games were added before the game request rules got stricter.

I would be thankful if i would get the exact date of changes to the rules.

They've been getting progressively stricter over a long period of time, especially since the ownership change.

Feel free to run the game on your own though, as before speedrunning sites existed people just kept spreadsheets. SR.C isn't the singular authority on speedrunning.

A lot of games are still limited to spreadsheets on discords or self-run webpages. Even the sequel to a high profile porn game that was previously allowed on the site.
