I had a problem with a runner lately because he didn't see I updated the rules for a game since I add to split a leaderboard, since he didn't respect the new rules I had to reject the run.

Since we have notifications for forum posts and guide update, could it be possible to add this notification?

What kind of notification are you talking about? One that tells the guy that his run was rejected for the specified reason? If so, that's already a thing.

Judging by the title of her post I'm guessing she is talking about notifications when the rules are changed for a game/category. This is a pretty good idea, but I would recommend you post the suggestion in this thread https://www.speedrun.com/the_site/thread/g79jt, as that is, as far as I know, where feature requests are kept track of.
