At the moment I've been downloaded them and then retiming them but is there a website like Better Speedrun Timer or YT frame timer for them?

Not that I am aware of. I just have a script that downloads the video using youtube-dl and auto uploads it to youtube so that I can retime the normal way. OP wifi for the win.
