I want to do a category for The Munchables, and I saw that one of the runs was on an emulator, so I'm just wondering if there are legal and illegal emulators, or settings in said emulators

That is decided on a per LB basis; check the rules for the LB/game and/or contact the mods if the Rules don't specify anything about emulator.
