I've just started learning FFX any%, and was wondering in terms of resolution, graphics, ect, what is the most optimal setup for running on PC?

"optimal" settings actually only depend on how well your PC can handle the game. I've done multiple runs with low settings, low resolution with a frame counter and it didn't gain me extra performance.

I usually do runs on maxed out settings in 1080p without framerate drops. So in the end it really just comes down to what settings your PC can handle to maintain constant 30fps.
