Hypnotic gate ability requires you to go on Rimanah's path. It means that on Mars (cc_noctis) you getting access to underground temple, talk with dead boi, kill people, kill people again, kill more people on next map and after all of this you enter temple with werewolf, who gives you "Hypnotic gate" ability.

Instead, you can do next steps:

1. on Mars talk with Jaghurta, join him (23122 in dialogue), go to next map
2. talk with federals on ship and accept their mission with Cyrus, go to next map
3. kill Cyrus, go to Mentor and tell him that you hate him (just choose 1 in dialogue all time), kill Mentor. Window with mission stats will appear after his death

If everything went right, you will appear in the Temple HQ as if you completed last levels on Rimanah's side. Get Hypnotic gate from werewolf.

With this warp you can get Hypnotic and Substitution gates in 1 cycle: after step 2) complete feds mission as usual, talk with Balthazar near exit, restart mission and do step 3).
